A long time ago, Fitbit announced that they are working on to bring notification support for their fitness bands connected with Windows Phones. But there were no further improvements about the matter. On March 2017, they started testing this feature as a closed beta program with a few selected testers.
Now the feature is available officially for all users of the Fitbit UWP app. You can enable it from the settings itself. It is now available as an open beta. At the same time, the feature is available for the Windows 10 creators update build 15216 only. So it is still in the beta phase. You will have to wait for more days to get the final official version of the app and notification features.
