Previously Microsoft stated that they are going to bring UI changes to Windows 10 in Redstone 3 onwards. Last month MSPU revealed about Project Neon, a new upgrade to Windows 10 design language. They even posted some leaked concepts like the one below.

Microsoft termed it ” Acrylic ” a new Windows 10 design component which brings more animation, blurs and consistency to the UI of any app using the component. Its the first time Microsoft showed off and talked about Project Neon. We expect more information about it coming later at Build 2017.
