Windows 10 Mobile is available for Windows Insiders since a few months already. Microsoft introduced this program with Windows 10 and is now regularly publishing new Builds of the operating system for Windows Insiders. Windows is now also available as a final version and you are able to upgrade with your PC for free to the new operating system if your are currently using Windows 7 or Windows 8. However on mobile devices this is a bit different, there the company is till running the Insider Program but has not released a final version of the OS yet.
First devices, like the Lumia 950 or Lumia 950 XL are available with Windows 10 Mobile already, however for the other devices which have been shipped with Windows Phone 8.1 it is only possible to test it as a Windows Insider. According to some rumors Microsoft was expected to release Windows 10 Mobile on the 12th January, however as you might know that is not the case. There is still nothing official from Microsoft about the release of Windows 10 Mobile, though, according to Swisscom we can expect the new operating system to arrive on the 19th of January, which would not be that far away anymore.
T-Mobile Germany has confirmed a couple of days ago that they will be starting to roll out the new operating system to their phones on the 12th of January and now Swisscom has confirmed the 19th January for their devices. If Microsoft will also start to roll out Windows 10 Mobile at this date, has not bee confirmed yet. However confirmed has been that like with Windows 10, Microsoft will roll out also Windows 10 Mobile in waves which means that you might not receive the update right on that day but it would be a good thing to see the roll out process starting.
If you are owning a HTC 8X you will not receive Windows 10 Mobile on the other hand. This has been confirmed by HTC today via Twitter though they haven’t mentioned any reason for this decision.
@StefanMalter There are no further updates planned for the HTC Windows phone 8X currently ^CD

The HTC 8X is 4 years old now so it is acceptable to not receive an update anymore on that device. Though it is sad to see such a great device not getting this new operating system. Currently HTC is cooperating with Microsoft for any new devices which might be another reason since the company just wants to focus on Android now.
