Yesterday Greg Sullivan tweeted, that the final Windows Phone 8.1 / Lumia Cyan Update will now be available for some devices which have installed the Windows Phone 8.1 Developer Preview, the Nokia Lumia 1020 and Nokia Lumia 1520 on AT&T, and also the Nokia Lumia 920 on T-Mobile Germany.
The Update has not been available for devices with the Developer Preview installed until now because of the Bit Locker problem.
